Let all those who hear, let them hear
What does this phrase mean? (it is said numerous times throughout gospels)

But why would Jesus (God) command people to hear if they have ears? Or do they have ears because they have been given ears? Ears as u suggest only belong to those who listen to the Father (which could only be God's elect)

Yes, ears belong to those who choose listen to the Father.
