I’m not sure if this passage has been discussed elsewhere if so would someone be willing to forward me the link? If not I was just curious as to how this section of Scripture could be interpreted in particular (v.25) the idea of God enabling someone to repent or not???

In my opinion, this passage is not dealing with God's enablement.
It is stating that if the Lord's servant is not quarrelsome, kind to everyone, and apt teacher, forbearing, and correcting his opponents with gentleness, then God through that servant may perhaps grant repentance to the opponents. The "perhaps" indicates that God may or may not grant repentance. It contingent on the character of the teacher (which will greatly influence the hearer's choice) and on the free will of the hearer. The hearer may choose to respond to the teaching of the Lord's servant --- or he may resist it.
