Tertullian lived from 145 A.D. to 220 A.D. (if the dates assigned by Allix are correct). Having been born into a non-Christian family, he became a Christian about 185 A.D. He was with the main church of the day until about 200, at which time he became a Montanist (a sect that tried to restore the gifts of the Spirit to the church). He urged Christians to live a life worthy of their calling, and his advice encouraged a stricter mode of living than the practice of the wider church of the day.
In fact, I do not "place such authority on him in reffering to biblical questions and answers". I quote him only to help make known Christian thinking in the second century. Familiarity with the way second-century Christians reasoned, often casts a light upon the writings of Paul, which might otherwise be falsely interpreted when read only from a modern point of view. I think early writers were in a better position to understand the gospels and epistles that we, who live two thousand years later.

I am sorry if you took my comment on placing authority on his words regarding the bible as a negative. I meant it seemed you had a reason for thinking he was worthy to know about him. You explained it quite well to me.
