I think an example of a discrete fulfillment is Acts 2:16-21. I don't think there is any discounting of the initial context.

I don't think that some of the Old Testament prophets were aware of the context of the words that God was instructing them to write, so I wouldn't agree that in Acts 2:25-35 Peter was abandoning the original context.
