While reading through the OT, it was so clear that this passage is an application of Israel being punished for their parent's sins (Ex 20:5). It seems the fulfillment is the 70 years in Babylon, but this is the same principle.
It is interesting that the children's blessing (entering the promised land) was delayed until the judgement (death of older generation) had passed. Then, the children did enter the promised land.
I'm sure this isn't new to anybody, but I love it when we can see applications of unclear passages elsewhere in the Bible that help to better our understanding of the original passage (i.e. Ex 20:5).
