The King James Translation was made in 1611 A.D. At that time there was an older form of the English language.

The phrase "He is risen" does NOT mean "He has risen" in modern English. Rather it means "He has been raised."
The phrase was translated from a single Greek word "ηγερθη". This Greek word is an aorist passive indicative.
"Aorist" is a past tense in Greek. "And "passive" indicates that the subject RECEIVES that action rather than does it.
Thus the correct translation: "He has been raised" or "He was raised."
