I had never heard this view before, but it makes really good sense. Basically, the idea is that women aren't generally to keep silent, but that the context in this entire passage is tongues and prophesy and silence is all within the context of judging prophesy and tied to submission and gender roles. In both, it describes the limits of how those gifts should be exercised in the church. For tongues, all people are eligible and should speak in tongues but with certain conditions (ensuring there are those to interpret, etc.). But, for prophesy, there is clear teaching that women can and did prophesy (even then) but that they are not to judge the prophesy.

The idea is that judging prophecy requires asking probing questions and so forth and that this involves issues of submission and authority. They can certainly exercise the gift of discernment for themselves and at home and so forth (subject to the authority of their husbands as to questioning others), but not in the church because that is a role of authority (most likely at least including the authority of the elders over the discerning of the prophetic words).
