Who is the Great Tribulation for?

Is it a warning of things that are going to happen to the early Christians/Church by the Romans and Jews? Or is it for what is going to befall the Jews in the destruction of Jerusalem in AD 70?

I believe that the tribulation mentioned in Matthew 24 is primarily the "day(s) of vengeance" (Isaiah 61:2; 63:4/Luke 21:22) upon those who killed the prophets and who did the same to Christ and His followers. This, according to Jesus, was "Jerusalem" (Matt.23:29-38)), and, by extension, the Jewish Commonwealth, of which it was the capital. That's why the passage parallel to Matthew 24:21ff, in Luke 21:23, says that it will be "great distress in the land (i.e., Israel)" and "wrath upon this people (i.e. the Jews)."
