The Counsel in Matthew 5
I'm in a rush so I'll make this short...... In the sermon on the Mount, in Matthew 5, Jesus tells them that if they are angry with their brother.....they could be in danger of the 'counsel'....what 'counsel' exactly is he talking about

There are two words here - for the word shown as "judgment" the greek word "krisei" could instead refer to a particular regional tribunal (a local or "lower" court) as opposed to the more specific "sanhedrein" used in reference to the "insulter" which I believe was the "high court" sitting in Jerusalem. Particularly in light of the progression in 5:22 towards "hell," I think he's just saying "the severity of anger is akin to murder" and going further, actually insulting them brings you to a higher form of justice, while actually going so far as to lose control or incite violence ("Raca" probably is more than just saying "fool") brings the highest form of justice. I think it sort of says let's "level set" the new expectations now that there's a higher accountability that comes with the empowerment of the Holy Spirit. Even anger is likened to murder, and it just goes up from there.
Matthew 5:21 “You have heard that it was said to an older generation, 1 ‘Do not murder,’ 2 and ‘whoever murders will be subjected to judgment ("krisei").’ 5:22 But I say to you that anyone who is angry with a brother will be subjected to judgment ("krisei"). And whoever insults 4 a brother will be brought before 5 the council("sanhedrin"), 6 and whoever says ‘Fool’ 7 will be sent 8 to fiery hell. 9
