The only reason a Calvinist would see a contradiction where you see one is that Calvinism assumes the "prior work" is the unilateral work of regeneration. It may not be the reference you are thinking of, but Zechariah 11:15-16 mentions this idea. The evil king is referred to as "a foolish shepherd," but the concept is the same.
