Salvation has always been based on only one thing, Faith. Since we aren't saved by our own works, I don't see how a criminal could be saved by the works of the Roman's putting him on the right/left side of Jesus. I struggled with this as well. I changed my mindset on "attending a church" or not attending a church to "being the church". This helps me no matter where I end up on Sunday as well as the rest of the week.

You may want to ask a little different questions. "Why do you think you need to know these kinds of questions?" His answer may give some insight to what is really concerning him. I not sure I would ever support the Church imposing laws on society. A real Christian society doesn't need laws since God's law is written on our hearts. While I agree with the sentiment, I wouldn't sign it. Until "the church" starts living these principles itself I don't see any reason to try to impose them on others or speak out for them.
