Very sad thing, but Saddam Hussein and Assad in Syria both provided a degree of protection for Christians.

I see, and so the other actions that led to the unfortunate situation where someone is comfortable at the cost of others' suffering were also first steps, right?

Not that it matters, but I would say that if you are comfortable at the cost of others suffering, you are way past the first step. You are compromised.

Monarch or dictator or Emperor, it is just a matter of whether they take, or gain control, in some cases there is little difference. How bad they are to Christians will depend on the amount of religious freedom the ruler allows, or tolerates, or what your religion is. Iran and Saudi Arabia are certainly not good for Christians (Theocracys), but neither was Russia (Dictator Stalin), and Stalin was 'partnering' with Hitler until Hitler turned on him. Stalin also appointed Kim il Sung, who was certainly not safe for Christians, if for anybody! Thankfully Christians haven't been putting anyone to death in large numbers lately, but as far world leaders go it is not so much who is dangerous to Christians but who is dangerous, to anybody. But Stalin and Chairman Mao have certainly been the most horrific killers known recently, and Kim Jong IL probably the most horrific currently on earth, no matter your faith. Kim Jong has, and certainly is killing and torturing more people than Saudi Arabia, Isis and all Islamic countries combined. So I guess if a leader is freely killing and torturing people it is dangerous for ‘everybody’, it won’t matter what you believe.
